The Transition Report 2018-19 analyses the impact on work of demographic change, automation and migration, both across national borders and within countries. How should governments respond to urbanisation, an ageing workforce or rising numbers of young people entering the labour market? The report also looks at ways to minimise the emigration of workers from poorer countries and better integrate migrants in richer ones.
This annual analysis includes a macroeconomic overview of the EBRD regions and of structural reforms in the past year. The online Transition Report also features 37 country assessments.

This set of practical guidelines aims to inform policymakers, social partners and practitioners in the Southern Mediterranean countries about organizing, implementing, managing, and evaluating effective work-based learning (WBL) programs for young people, including making it inclusive of young women. It proposes guidelines for government, social partners, [technical and vocational education and training] TVET institutions, workplaces, and individuals to achieve this goal. Six sets of factors were found to influence and shape the provision of WBL experiences, their organization, accessibility and implementation: (1) legal and institutional governance arrangements (i.e., government mandates, laws and regulations etc.); (2) social partnerships (i.e., the engagement of employers, unions, and professional bodies, locally, regionally and nationally); (3) kinds and scale of workplaces (i.e. the predominance of small-to-medium and micro-businesses comprising workplaces in these countries); (4) funding arrangements (e.g. sharing of costs and access to reimbursements); (5) TVET provisions (i.e., relevance of curriculum, quality of educators, links with industry, attractiveness of qualifications, alignment with enterprise needs); and (6) societal views shaping how young people, their parents, and employers come to value and participate in TVET.

This briefing note examines employability in the Arab Mediterranean countries in light of the events since the popular uprisings beginning in 2011. New governments and non-governmental organisations have recognised that unemployment and the lack of jobs are some of the root causes of this turmoil and have placed employment policy at the heart of their responses. Economic growth has fallen in the region since 2011 and socioeconomic inequality and disadvantage are seen as major obstacles. The region also has the highest average rate of youth unemployment and this is seen as the region's most urgent challenge. This note suggests that more balanced policies are needed and offers other recommendations. Show less

The Lebanese Brevet Professionnel (BP) is an occupationally-specific vocational qualification at lower secondary level. Despite being on the margins of Lebanese education, the BP has been showing signs of a resurgence over the past few years. This paper discusses the structure and role of the BP in the context of the Lebanese education system and presents the results of a survey of BP students. The BP appears to fulfil important functions for socio-economically identifiable sections of Lebanese society both through the direct connection which it forges with the employment market and through its bridging function to Baccalaurat-level technical-vocational programmes. The study is discussed in the context of the challenges facing MENA (Middle East and North Africa) educational development.

In order to assess the impact and identify the ramifications of an increasing number of Syrian refugees (many of whom will be seeking work) the [International Labour Organization] ILO implemented an assessment of their impact and a survey of their employment status in four regions (Akkar, Tripoli, Beqaa, and the South). The objective was to provide a better understanding of the evolving situation of increasing numbers of Syrian refugees. The assessment revealed a number of salient findings and confirmed, to a large extent, the anecdotal evidence about the living conditions of Syrian refugees and their effect on host communities. The majority of Syrian refugees are living in difficult socio-economic conditions with limited livelihood resources. Initially, many refugees settled with families or friends but, with the prolonged crisis, they have resorted to rented accommodation where they are mostly obliged to pay high prices for small shelters, or shared apartments with other families. The alternative is to move to Palestinian camps, abandoned buildings, or tented settlements.

This report belongs to a series of country analyses developed by the European Training Foundation (ETF). It covers: Socioeconomic background; Key policy issues and strategies in human resource development; EU (European Union) and other donor policies and interventions; Mid-term perspective ETF intervention strategies contributing to added value in national, EU and donor reform-support policies; Work Programme 2007: objectives and indicators. The ETF objectives for Lebanon are: To support implementation of EC policies and programmes in Lebanon and enhance national capacities for implementation of VET (vocational education and training) reform via expert input and exchanges at the regional level.
In 2001, the government took the first steps towards drafting a strategic framework for the development of the technical and vocational education and training (TVET) sector. A strategy document was prepared and approved, and was subsequently ratified by the Council of Ministers. This document, which describes the Lebanese TVET context and current status, presents guidelines and a statement of intent in regard to TVET reorientation. It covers issues such as governance, finance and accountability, stakeholders, labour market links, relevance, quality and efficiency, and institutional capacity development and management. Nevertheless, the intention to develop an action plan in 2005 to implement this strategy remains unfulfilled.
In December 2006, following the signature of a convention between the Lebanese Ministry of Education and the European Commission (EC), a new VET project was launched as part of a National Indicative Programme (NIP) for 2005-2006. The project, whose specific objective is to promote a sustainable and replicable model for matching skills demand and supply in the agro-food sector, was intended to achieve the following results: (i) an improvement in the ability of the agro-food industry to identify and formulate its skill needs; (ii) the creation of a VET institution through a partnership between the Syndicate of Lebanese Food Industries and the Directorate General of Vocational and Technical Education; and (iii) the provision of information on employment and training opportunities in the agro-food sector to individuals and enterprises. The ETF has provided support to the EC Delegation and local stakeholders in preparing the ground and ensuring a smooth start for the project. Nevertheless the 2006 war has meant that the agro-food VET institution had not become operational by September 2006, as planned.

Community learning centres (CLCs) are local educational institutions outside the formal education system, usually set up and managed by local people to provide various learning opportunities. The purpose of the CLC is to promote human development by providing opportunities for lifelong learning to all people in the local community. CLCs support empowerment, social transformation and improvement of the quality of life of the people. The main functions of CLCs are to provide: (1) education and training; (2) community information and resource services; (3) community development activities; and (4) co-ordination and networking. This publication consists of two parts. The first part is a synthesis of nine country research studies that discuss the common and unique features of Community Learning Centres (CLCs) based on the findings concerning policies, activities, management, achievements, and impact of CLCs in the countries. The second part features the summary reports of each of the countries researched. Each summary report provides an overview, analysis and recommendations for further development of CLCs in the country.

It is evident that most of [technical and vocational education and training] TVET systems in Arab countries have disappointed their societies by not fulfilling actual aspirations. They have been acting in a separate environment, which is not closely related to the social atmosphere. This paper comprises three chapters. The first gives a theoretical background and conceptual framework to the topic of TVET and its role in sustainable development, with emphases on social developments. The second gets into professional and educational conduct of some chosen countries, i.e. Iraq, Jordan, Palestine, Syria, and Lebanon in this category. The third gives a recommended look and approach to be adopted in further development of TVET in the Arab world. This paper aims at: analyzing the status quo of TVET in some Arab states in relation to their role in sustainable development; pinpointing some important factors that contribute to the failure of some systems of TVET in implementing their role in sustainable development; and highlighting recommended approaches to develop a better and effective role of Arab TVET in sustainable development.

This is the second part of a report on quality and quality assurance in technical and vocational education and training (TVET) for the Education and Training for Employment Project of the European Training Foundation (ETF). The first part of the report consisted of an overview of European policies towards quality and quality assurance in TVET. This second part is to complement the first one. It is about the policies towards quality and quality assurance for TVET in the MEDA-region but furthermore it is to examine common challenges and potential synergies for common activities between the MEDA-countries themselves and between the MEDA-region and the European Union.
